Classification of Training Institutions

Training institutions that have completed one year since their establishment are classified into three categories based on evaluation criteria.

Classification Categories

The department classifies private training institutions into three categories based on evaluation results:

Category One:

  • Performance and Facilities: Exceptional performance with strengths in all areas. Institutions can receive government support programs, establish international programs with the approval of relevant authorities, and open multiple branches in other governorates and regions of the Sultanate. They can also apply for professional program licenses.
  • Requirement: Institutions must achieve a score between 100% and 85% on the classification form.

Category Two:

  • Performance and Facilities: Very good performance, where strengths outweigh weaknesses. Institutions have the right to establish international programs with the approval of relevant authorities and can open multiple branches in other governorates and regions.
  • Requirement: Institutions must achieve a score between 75% and less than 85% on the classification form.

Category Three:

  • Performance and Facilities: Good performance, where strengths outweigh weaknesses. Institutions may only offer local courses with the approval of relevant authorities and cannot open additional branches unless they are reclassified to Category One or Two.
  • Requirement: Institutions must achieve a score between 60% and less than 75% on the classification form.

Elements and Criteria for Classifying Private Training Institutions

The classification committee determines the quality level of the training institution based on six main elements:

  1. Management Documents:

    • Documents, files, and records held by management reflecting the quality of the training institution in terms of administrative, technical, training, and organizational policies, and their compliance with regulatory requirements.
  2. Human Resources:

    • Assessment of the quality of human resources in the institution concerning qualifications, experience, recruitment processes, performance, development, and social and health services provided to employees, as well as compliance with regulatory requirements.
  3. Physical Resources:

    • Observations and data about the buildings, equipment, and facilities in the training institution regarding their types, quantities, specifications, and conditions, along with an assessment of their quality and compliance with regulatory requirements.
  4. Career Guidance and Counseling:

    • Information about the mechanisms implemented by the training institution to guide and support trainees in psychological, ethical, social, and technical aspects, address challenges faced during training, and develop appropriate solutions, while evaluating the quality of the procedures against modern guidance practices and regulatory requirements.
  5. Training Plan and Curriculum:

    • Information about the annual training plan, weekly training programs for each group of trainees, and access to the institution’s training curricula, along with an assessment of their compliance with regulatory requirements.
  6. Examinations and Assessment:

    • Methods and tools used by the training institution to determine trainee levels and ensure they meet the required professional standards, while assessing the compliance of these methods with modern evaluation practices and regulatory requirements.

General Training Programs

These are training programs in specific fields that do not result in a change of title or professional level for the participants.

Professional Programs

These are training programs with a defined description and professional level that reflect professional standards and the skills acquired, such as a professional diploma program.

Preparatory Programs

These training programs prepare participants for a certificate or professional level after meeting the requirements for obtaining professional levels and certificates.

Application for Certification of Training Certificates

The training institution must submit a request for certification of training certificates for trainees who have completed their training programs, along with the following documents:

  1. Training Program Contract Data Form
  2. Certificate Delivery Form
  3. Training Certificates
  4. Copies of Trainees' ID Cards
  5. Copy of Program Certification
  6. Copy of the Director's or Authorized Signatory's ID Card
  7. Copy of the Trainer's ID Card

Requirements for Establishing a Training Institute

To establish a training institute, the following conditions must be met:

  1. Add the Training Institutes Activity to the commercial register with the code (854907).
  2. Submit an Application in the Invest Easily system.
  3. Attach a Certificate of Non-Conviction if the legal form of the register is an individual.
  4. Fill out the Project Plan Document Form (in the Invest Easily system).
  5. Provide an Independent Location for the training institution (the training institutes activity must be specified in the lease contract) according to the requirements of the Private Training Regulation.

Basic Requirements for the Institute's Location

  • Administrative and training offices with suitable space.
  • A director's office.
  • A reception area with a waiting area.
  • A hall for theoretical or practical training.

Note

Meeting the requirements for establishing a training institute and obtaining the license does not imply approval of the institute's location until a visit is conducted by the specialized team to validate the location according to the basic requirements and minimum standards for the training institution.
